Lapu-Lapu City Mayor Junard “Ahong” Chan will put up a billboard, in every barangay affected for everyone to see, of those City Councilors who blocked the building of skyway from the third bridge to the airport.
“Ibutang nato kinsay ning mga konsehal nga nibabag ug kinsay wa mobabag,” the mayor told the media in a press conference after the special session on Tuesday, December 14, 2021.
The Cebu–Cordova Link Expressway (CCLEX) is set to open in the first quarter of next year, and the mayor expects a sudden surge in traffic volume in the City.
“Wala tan-awa sa mayorya sa konseho ang sitwasyon kung mag-abli na ang Cebu–Cordova Link Expressway, ma inutil sa trapiko ang Lapu-Lapu City,” the mayor said.
He said Lapu-Lapu Expressway (LLEX) Corporation, a group of investors, proposed to build a toll skyway that traverses the busy and narrow streets of the City, from the third bridge to the airport.
Mayor Chan in the press conference said the P24.8 Billion skyway is at no cost to the City and will boost the City’s economy.
He said it will give additional income through a share in the toll revenue and will create jobs.
The mayor added that being a resort and historical city the skyway will make the City more accessible to local and foreign tourists and will ease up the traffic congestion, which the city is now experiencing.
A special session was called yesterday, December 14, for the City Council to pass a resolution authorizing the mayor to enter into a joint venture agreement (JVA) with LLEX Corporation.
The City Council invited the LLEX resource person to explain the benefits of the skyway.
LLEX resource persons addressed the councilor’s concerns and explained the provision in JVA earlier questioned by councilors.
And despite all these and the given benefits, majority councillors blocked the skyway plan. “Patay ang ekonomiya sa syudad sa Lapu-Lapu tungod kay wa’ nay manganhi sa ka grabe sa trapik,” the mayor said.
Those who blocked the skyway plan are Councilors Flaviano Hiyas, Rico Amores, Junrey Gestopa, Rudy Potot, Michael Dignos, Rex Mangubat, and Eduardo Cuizon, an ex-officio member.
“Gihatag na, ang ‘shall’; gihimo nang ‘may’ (in the JVA), ang service road way mosira, gitubag man nila ang concern ni Rico Amores, ang concern ni Bobbit Hiyas, gitubag, apan nga wa’ man sila (councilors) motan aw. Ug kaayuhan man kaha ang ilang panlantaw, kaayuhan man kaha sa katawhan ngano man ilang gibabagan? Mao nay dakong pangutana,” the mayor told reporters.
Opposition councilors suggested road widening instead of skyway to solve the traffic volume.
“Wa’ man gani sila ka widening sud sa 18 ka tuig sa ilang pag lingkod,” the mayor said referring to the previous administration of Mayor Boy Radaza and his wife Paz Radaza.
It is clear to mayor Chan that the objective of these councilors is to block the implementation of the skyway project.
“Dili na lang ta mag minaot klaro ug tataw kaayo ang gilantaw aning mga konsehala, ang usa ra aka tawo, ug wa sila mag tan-aw sa kinatibuk-ang Oponganon nga maoy mag antus“. Mayor said in the press conference.
Congresswoman Paz Radaza is running against Mayor Chan for mayor of the Lapu-Lapu City next year.
